For theprovinces (autonomous regions and municipalities) where existing projects cannot meet this year's minimum consumption responsibility weighting requirements for non-hydroelectric energy and where it is still possible to guarantee a connection to the grid, the provincial authorities of energy should quickly organize and make a competitive allocation in accordance with the remaining guaranteed grid connection scale to be determined For new projects that will be connected to the grid in 2021, approval (filing) will be accelerated and construction will be actively encouraged to ensure that they are completed and put into service as quickly as possible.
