Starch and glycogen are both polysaccharides. So-called energetic substances refer to any substance that can provide energy. Starch and glycogen are composed of several glucoses (monosaccharides) when the glucose present in the body is sufficient for daily life. the body, when needed and in excess, glucose can be converted to starch or glycogen and stored. So we say that starch is an energy storage material in plants and glycogen is an energy storage material in animals.
Cellulose is neither neither the other. It is the main component of plant cell walls.
