The engine oil is not low. You should cut off the cylinder and see if the rotation of each cylinder is the same. There is a problem with the injector of the cylinder with less rotation.
If it is water, it usually means there are cracks or trachoma in the cylinder head. There may also be cracks in the cylinder liner.
