If the neutral voltage between the line and earth is 100 V without an electrical load, this means that the generator's insulation from earth has been damaged.
If it does not there is no voltage without load, the neutral line -Voltage to ground is with an electrical load of 100 V means that the insulation of the electrical line to ground is damaged and the generator itself is fine.
In both situations, when a leak accident occurs, it is extremely easy to receive an electric shock.
