Lithium batteries usually have protective plates, so they will not be damaged by over-discharge or failure.
When the lithium battery is discharged and the voltage is too low, the protection board plays a protection role. It seems that the battery cannot detect voltage and current, but in fact the protection board is locked.
Activation means charging it, and it will be restored when the voltage increases. Some may not be activated even after passing through the protection panel. You should charge the bare cell until the cell voltage rises above 3V. Then there will be no problem and you can charge and resume normally.
